Challenges faced by the child welfare system The foster care system faces a number of challenges which directly impact the well-being of children and their families and the child welfare system. Many of the challenges faced are the results of major societal problems including the high rates of child poverty, family violence, unemployment, substance abuse and racism. These factors have contributed to expanding caseloads, difficulties in recruiting and keeping staff and foster families and the disproportionate representation of children and families of color. The system must acknowledge these problem areas and develop an array of services to enhance equal opportunities of all children that match the national average. History of child welfare services The precursors of Child Protective Services (CPS) organizations that today examine and react to child mistreatment were private affiliations known as anticruelty societies. The New York Society for the Prevention of Cruelty to Children was the first to be formed, after a renowned case in New York City.
